As the Wall Street Journal reports: "Bush administration lawyers contended last year that the president wasn't bound by laws prohibiting torture and that government agents who might torture prisoners at his direction couldn't be prosecuted by the Justice Department."

Congress has tried to exercise oversight, but Ashcroft refuses to cooperate. Remember, we are a nation of laws, not of men. If Bush doesn't like it, then he can be impeached.
